For more than 30 years, Pleasant Valley has been Mark’s home. It’s where he and his wife built their life, where he is raising his family, where he has worked, volunteered, and answered the call when his neighbors needed him. 

Now, Mark is ready to bring that same commitment to serving Pleasant Valley as your next Highway Superintendent. 

He Knows the Job Because He’s Done the Work. 

Mark brings 10 years of hands-on experience with the Highway Department, including five years as a Heavy Equipment Operator. 

He understands what it takes to maintain our roads, operate the equipment, respond when conditions turn difficult, and keep a department functioning effectively. 

Mark won’t have to learn Pleasant Valley from behind a desk. 

He already knows the roads. He knows the work. And he knows the community those roads serve. 

Leadership Proven When It Matters Most. 

For 20 years, Mark has served with the Pleasant Valley Fire Department, achieving the rank of Captain and previously holding the position of Assistant Chief. 

His wife is also an active firefighter. 

For the Luby family, community service isn’t a campaign slogan. It’s a way of life. 

Those years of service have taught Mark what real leadership requires: showing up, being accountable, working alongside your team, making difficult decisions, and putting the needs of the community first. 

A Highway Department That Works for You. 

Mark’s mission as Highway Superintendent is straightforward: 

Provide Pleasant Valley residents with the best service possible while continually improving the way our Highway Department operates. 

That means stronger day-to-day operations. Responsible use of taxpayer resources. Well-maintained roads and equipment. Supporting the employees doing the work. Planning ahead. And building a department residents can depend on in every season and every situation. 

Because when a storm hits, when a road needs attention, or when something needs to get done, residents shouldn’t have to wonder whether their Highway Department is ready. 

It should simply be ready.

Mark isn’t running because he needs a title. 

He’s running because he believes his experience can make a difference.
